COAH MEETING

January 23, 2003

 The committee called the meeting to order and members welcomed Mayor Peter Buchsbaum, who has volunteered his time to be on the committee in lieu of Nance Pallodino.              Peter's email address is pbuchsbaum@aol.com

 We decided since this was Mayor Buchsbaum's first meeting, that we should discuss the committee's goals for 2003.  

  1. The committee would like to get more organized on what we are supposed to be doing to keep in compliance with COAH regulations and specifically, in relation to the accessory apartments.  For instance, how often should we be advertising?  How do we encourage owners to let us know when a unit becomes vacant?  The waiting list is now out of date.  Do we have substantive certification from COAH?  Our annual report from COAH is coming in the next few months, as well as the monies from the trust fund, which will come in another report.  We will have to fill out the reports and send them back to COAH.  
  1. Trust fund discussion.  How much is in there and what we are going to use it on.  What are our options?  
  1. Review annual report when it comes in and make sure we are answering all the questions properly.  We need to determine who is low and who is moderate in the apartments, which is part of the annual report.  
  1. Brainstorm about new ideas and concepts for fulfilling new COAH obligations, which should be coming out in the year 2005.  
  1. Review Accessory Handbook and maybe update it.  

The committee needs to develop a letter to the Owners of the Accessory Units, asking who is in the accessory apartment?  Is it the same person as originally approved?  The Owner must give us a thirty-day notice if their tenant is vacating the apartment.  We now have 9 approved apartments, but only 8 have current tenants.  Linda Wilson has agreed to develop this letter and will email it to Betty Jane Hunt.

 The meeting was finalized around 9:00 p.m. and was adjourned.  The next meeting will take place on April 8, 2003
