The second meeting of the West Amwell COAH Advisory Committee was called to order @ 7:00PM on Thursday, April 5, 2001 by Chairwomen Susan Molnar.

The next meeting scheduled for April 19th will be held on April 26th instead.

The committee needs information on potential build out of housing according to current zoning. Nancy Palladino suggested that perhaps Caroline Armstrong could assist as she did when East Amwell tried to determine their build out. This information is needed as part of creating a spending plan.

The income verification is currently being handled grants administrator Ed. Guebner. It was discussed that $300.00 per applicant may be an unnecessary expenditure and perhaps we can handle it ourselves.

Other items in the Accessory Apartment Program Handbook were examined. It was decided that we need an annual re-certification sent to the landlords with a statement of contacting the township if there is a tenant change and emphasizing the need for all new tenants to be income verified. Since this has not been adhered to, the possibility of punitive action may have to be implemented to assure that COAH rules are followed and the township remains in compliance. A copy of the lease agreement should be sent each year. This should be done around April to May of each year due to HUD and COAHY updating medium income levels. This will also allow landlords the ability to adjust the rental amount.

When the program booklet is redone, the new booklet will be distributed to all current Landlords involved in the Accessory Apartment Program. Members should go over the booklet to make recommendations at the next meeting. Phil Caton, the original creator of the booklet should be contacted to see if it is on disc, otherwise the pages will be scanned and changes made.

Other possible revisions to the letter were: that it be signed by Director of Housing, a sentence required landlord to notify the Director of any changes and a possibility of the property being subjected to site inspection and the Twp. Would reserve the right to re-inspect.

We need a place for the committee to store its paperwork. It appears that the fourth drawer of the file cabinet in the back workroom is empty. Due to the privacy promised to rehab. Clients, it would need to be locked. We need the key and a duplicate.

The new director of the Hunterdon County Housing Committee is Holly Haven who lives in Lambertville. The ECHO program was discussed and we need additional information. The formed director, Ruth Cooper, was involved in the production of ECHO Units in Hunterdon County and that office can assist us.

Linda Wilson will look in assisted living facilities and talk to the builders of ???? Homes located on RT. 31 in Pennington.

The ?? mentioned that Heritage Builders which currently has an option on the 210 acre Holcombe property on Rt. 179 in West Amwell will be presenting a conceptual at the Township Meeting on April 18. There will be a need to correct W.A. Master Plan during its re-examination of any proposal for package plants is involved as will any other changes.
