Members Present: Chairperson Sue Molnar, Hunt, Hall, Wilson, Palladino

Absent: VanderVeen

Molnar called the meeting to order at 7:15pm. Hall moved for approval of the minutes of the last meeting as prepared by Palladino and Wilson seconded the motion. All approved by signifying aye except Hunt who abstained.

Molnar presented the committee with a spending plan from Upper Freehold Township to be reviewed. It is a very general plan, which was generally felt, will work best for us at this time.

The Accessory Apartment Program was discussed. Hunt explained the apartments and the tenants in each. There is just one now that isn’t income qualified. It was suggested that she send the zoning officer out to cite the owner. Hunt will call Phil Caton to find out if he has the Accessory Apartment Handbook on disk.

Wilson passed out copies of a letters and a certification she drafted to be sent each year to the owners. She will make a couple of minor corrections. When an owner needs a new tenant, it was agreed Hunt should contact applicants on the waiting list to find out if they are still interested and then give that list to the apartment owner. If the list gets down to less than 5 names, Hunt will put an ad in the newspaper and send flyers to the local churches and businesses. Hunt will ask Ed Guebtner what he does for the income verifications and Molnar will check with COAH for their guidelines so the Housing Committee can do it and save the $300/application. Wilson will bring us new forms on income verification and a letter of interest form to attach to the applications.

ECHO Housing was discussed and Hunt passed out copies of Delaware Township’s Ordinance for it. Hunt will ask how many units they have in Delaware and any problems or successes they have had with the program. Palladino will ask Holly, from the County Housing Program, about ECHO Housing and possibly have her come talk to us.

Hunt will check the rules about requirements on septics for the Accessory Apartments.

Palladino will ask Carolyn Armstrong for our build-out based on our current zoning.

Molnar asked about the Heritage presentation at the last Township Committee meeting. Palladino explained their presentation. The Committee generally liked the idea of this proposed senior housing project.

The meeting was unanimously adjourned at 9 pm.
