WEST AMWELL TOWNSHIP BOARD OF HEALTH MEETING
September 17, 2003
The West Amwell Township Board of Health met on the above date during a temporary adjournment of the regular Township Committee meeting.
Chair Buchsbaum called the meeting to order at 10:30 p.m. The meeting was declared in compliance with the Open Public Meetings Act by annual notice having been published in the Trenton Times and the Lambertville Beacon on January 23, 2003 and posted on the Township bulletin board.
Present: Peter A. Buchsbaum, Gary W. Bleacher, Nancy Palladino, Rick Kropp, Attorney Faherty, Secretary Olsen, Betty Jane Hunt
MINUTES:
The minutes of the July 16, 2003 meeting were approved as received on motion from Palladino and seconded by Bleacher. Roll call: Kropp-aye, Palladino-aye, Bleacher-aye, Buchsbaum-aye.
AGENDA REVIEW:
An additional letter was received and distributed to be included under Correspondence 7a.
NEW BUSINESS:

UNFINISHED BUSINESS:
NJDOT Yard:
A final Remedial Action Progress Report was received noting that Parsons has “removed a significant amount of MTBE mass and the plume size has been reduced since pumping began in May 2002.” Kropp noted that this is similar to the other case and that the pump, then test method is a better way to approach these situations. A copy of the report is on file in the BOH office.
The Second Quarter Report for the Groundwater Treatment System was received. The mass of MTBE reported in April-May-June was 56.5 lbs. and the total removed to date is 648.8 lbs.
Chapter 173 - Continued Discussion on Soil Test Witnessing:
This item was held over to the next meeting of the Board.
Septic Management/ANJEC:
This item was held over to the next meeting of the Board.
CORRESPONDENCE:
The following items were received from the Hunterdon County Health Department:
- The Department takes no exception to the proposed minor subdivision of Block 22 Lot 10/10.01 (Kraus) as the site plan review and soil testing conducted was found to be in full compliance with NJAC 7:9A.
- Three letters were received for the proposed Lang subdivision of Block 17 Lot 20.03/20.03 & 20.08. The Department has withdrawn its July 30th approval for this minor subdivision due to conflicting measurements noted on the STW notes and those found on the subdivision plan. Additional testing has been requested to prove that no artesian condition exists.
- No exception was taken to the proposed minor subdivision of Block 14 Lot 1.01 (Ramberg) as the site plan review and soil testing conducted was found to be in full compliance with NJAC 7:9A.
- The Sanitary Inspection Reports for the Amwell Valley Diner, Cvetans, Buddies and Quick Chek reveal satisfactory evaluations.
- A Notice of Septic Repair Report was received for Block 13 Lot 49. Three new trenches were installed to correct ponding.
The Department of Health and Senior Services is conducting an Annual Registration of Local Boards of Health. The secretary will complete and submit to the Clerk as per request.
SOIL TEST WITNESSING:
The July and August 2003 Reports were received without comment or question by the Board.
CLOSED SESSION & RESULTS OF CLOSED SESSION, IF ANY:
A closed session was not needed at this time.
DISCUSSION AND ADJOURNMENT:
There being no further business before the Board, the meeting was unanimously adjourned at 10:40 p.m.
