WEST AMWELL TOWNSHIP BOARD OF HEALTH MEETING
December 4, 2003
The West Amwell Township Board of Health met on the above date following the
regular Township Committee meeting.
Chair Buchsbaum called the meeting to order at 10:30 p.m. The meeting was
declared in compliance with the Open Public Meetings Act by annual notice having
been published in the Trenton Times and the Lambertville Beacon on
January 23, 2003 and by special notice having been faxed to the Trenton Times
and the Lambertville Beacon on November 24, 2003 and posted on the Township
bulletin board."
Present: Peter A. Buchsbaum, Gary w. Bleacher, Nancy Palladino, Ken Hart,
Secretary Olsen, and Betty Jane Hunt.
MINUTES:
The minutes of the September 17, 2003 Open Session were approved as received on
motion from Palladino and seconded by Bleacher. Roll call: Hart-abstain,
Palladino-aye, Bleacher-aye, Buchsbaum-aye.
AGENDA REVIEW:
One additional piece of correspondence was noted and was included under 6a.
Notice of Septic Repair Reports
NEW BUSINESS:
Septic System Operation Flyer:
This flyer was prepared by the County Health Department and is due to be sent to
Township residents as part of a three year notification plan. The secretary
checked with the County and the flyer is still OK to use. It was
decided by the Board to include the flyer with the 2004-05 tax bills.
Septic Information from Township Committee:
The Stony Brook Millstone Watershed Association has provided various resources
on septic systems to the Township. These will be made available to residents
thru the counter display.
2004 BUDGET REQUEST:
Treasurer Luhrs is looking for numbers for the 2004 budget. The secretary
has some preliminary
numbers and the budget will be addressed during the budget workshops.
REFUND OF STW FEES:
The secretary noted that a couple of refunds are outside the guidelines set
in May as more than a second day is involved. It was decided that the
administrative fee would apply to each day cancelled. The Board agreed
that Princeton Research Lands, Inc would be refunded $825.00 (5 days
cancelled) and Laurelton Belmont Properties, Inc would be refunded $530 (2
days cancelled) and added to the following resolution.
RESOLUTION 3-2003
WHEREAS at the May 2003 meeting of the BOH, a policy was made regarding the
refund of STW fees, and
WHEREAS this policy stated that
1. the second day had to be cancelled by the end of the first day of
testing with a
call to the secretary
2. an administration fee of $35.00 would be deducted from the refund OR
3. credit would be given for another testing date scheduled within 30 days
on same Block and Lot, and
WHEREAS this policy was amended at the December 2003 meeting to deduct the
administrative fee from all days cancelled, and
WHEREAS the following applicants meet the above qualifications for refund
minus the administration fee:

THEREFORE BE IT RESOLVED by the West Amwell Township Board of Health that
the aforementioned applicants receive refunds in the amounts as stated above.
Bleacher moved to approve the Resolution and Hart seconded. Roll call:
Hart-aye, Palladino-no, Bleacher-aye, Buchsbaum-aye.
UNFINISHED BUSINESS
NJDOT Yard :
The 3rd Quarter Report was received noting that the total mass of MTBE removed
was 682.1 lbs. during July-August-September 2003.
A Remedial Action Progress Report for the 1st half of 2003 was received.
Chapter 173 - Continued Discussion on Soil Test Witnessing
A list of issues concerning septics and soil testing was prepared to help
focus on areas that need to be reviewed. Buchsbaum stated his intention to
work on this come next year. This item will be removed from the agenda
until such time that revisions are proposed.
Septic Management/ANJEC
This item will be included in the review work stated above.
CORRESPONDENCE:
The following items were received from the Hunterdon County Health Department:
- The Department takes no exception to the proposed minor subdivisions on
Block 17 Lot 20.03 (20.01, 20.03 & 20.08) (Lang); Block 29 Lot 16 (Wooden);
and Block
30 Lot 10.03 (Hartpence)
- Sanitary Inspection Reports for Chimney Hill Farm and Country Fair--Bill
& Bernie's Reubens and Ladies Auxiliary-were satisfactory.
- Notice of Septic Repair Reports were received for Block 8 Lot 14.03 (new
1000 tank installed, connecting line and bed work); Block 8, Lot 21.01
(tank and seepage pit
repair; Block 8 Lot 31 (seepage pit and connecting line); Block 18, Lot 14
(connecting line); Block 33 Lot 8 (pump and backfill tank); Block
13 Lot 47 (1000 gallon tank, D-box, and trenches); and Block
8 Lot 23.01 (removal of abandoned system)
- Three large notebooks were delivered to the secretary concerning the
Implementation of Public Health Practice Standards. There will be an annual
evaluation due from the Board each February 15th.
The Dept. of Health & Senior Services has funds available from the Hepatitis
Inoculation fund for reimbursement of costs of Hepatitis B inoculations for
certain emergency personnel. The secretary was directed to research the
offer.
East Amwell Township's newly adopted Board of Health Ordinances for septics and
wells were received. These will be added to the materials being reviewed for
revisions to our ordinance.
SOIL TEST WITNESSING:
The September, October and November reports were received without comment or
question by the Board.
CLOSED SESSION & RESULTS OF CLOSED SESSION, IF ANY:
A closed session was not needed at this time.
DISCUSSION AND ADJOURNMENT:
Bleacher inquired about the physician (school nurse) appointment. The secretary
said that according to statute this is a Township Committee appointment, not the
Board's, and that was the reason it was called to his
attention. There being no further business before the Board, the meeting
was unanimously adjourned at 10:48 p.m.
